BASIC EDUCATION EXPANSION PROJECT

WORKPLAN FOR YEAR TWO (2002)

Component 1 – Expansion of Access

Sub-component 1.1 Construction of new schools, rehabilitation and extension of           existing schools

(A) Construction  of new schools in four governorates( Sana’a, Amran, Al-Mahweet and Al-Dhale).

   1- Tenders advertising, evaluation and contract award for 121 new schools
   2- Construction of 20 3CR. schools / 30 students with toilets and boundary walls.
   3- Construction of 46 3CR. schools./ 40 st. with toilet and boundary walls.
   4- Construction of 23 new schools 6R./ 30 st. with toilets and boundary walls.
   5-  Construction of 32 6CR. schools./ 40st. with toilets and boundary walls.

(B) Schools Rehabilitation & Extension

1- Recruiting architectural firms for schools surveying, design and preparation of      bidding documents and supervising the rehabilitation and extension works in       132 existing schools.

2- Tenders advertising, evaluation and contract awarding for 132 existing schools

3- Rehabilitation of 66 existing schools.

4- Extension of 66 existing schools

(C) Preparation for Year 3 program in the 4 Project Governorates

1-    TA for review of site identification criteria and procedures

2-    TA for review of school design standard

3-    TA for quality assurance of school designs

4-    Workshops on access program for 460 trainees at (1central and 3 at              Governorate levels)

5-.   Assessing the construction program of the first year

Sub-component 1.2 School maintenance program for Project’s schools

1- TA and workshop for assessing previous year maintenance program and           preparation of action plans for the maintenance program for the second year.

2- Maintenance program for Project’s schools

Component 2 – Improvement of Quality

    Sub-component 2.1. Improving teacher skills and deployment

(A) Teacher training

Preparation of training program

1-   TA for assessing training modules and preparation of annual training plans

    Training Programs

1- Training of supervisors, headmasters/ headmistresses (Amran, Al-Mahweet       and Al-Dhaleh)

2- Refresher training of teachers ( Sana’a, Amran, Al-Mahweet and Al-Dhale)

3- Continuing training of teachers (Sana’a, Amran, Al-Mahweet and Al-Dhaleh)

4- Supervision programs in the four Governorates, 11,952 visits for existing            schools and project’s schools.

(b) Teacher deployment and hiring plan

1-Workshop for 3 days, 80 persons from Governorates

2-Monitoring and follow-up on implementation of teachers deployment and hiring     plan for 2002/2003 in the Project’s four governorates.

3-Visiting governorates & focus districts for consultation of teacher                      deployment  plan

Sub-component 2.2. Supplying school furniture, equipment and educational kits

(A) Provision of school furniture

1-Tenders advertising, evaluation and contract award for furnishing and equipping     the project’s schools.

2-Procurement and delivery of furniture to 20 schools -3CR /30 student.

3-Procurement and delivery of furniture to 178 schools -3CR /40 student.

4-Procurement and delivery of furniture to 23 schools -6CR /30 student.

  5-Procurement and delivery of furniture to 32 schools -6CR /40 student.

(B) Provision of Equipment

 1-Procurement and delivery of equipment to 197schools -3CR including a wall           clock and bell. 
 2-Procurement and delivery of equipment to 56 schools -6CR including a wall         clock, bell and microphone.
  (C) Provision of Educational kits
 1-Procurement and delivery of education kits to 20 -3CR schools/ 30 students.
 2-Procurement and delivery of education kits to 46 -3CR schools/ 40 students.
 3-Procurement and delivery of education kits to 23 -6 CR schools/ 30 students.
 4-Procurement and delivery of education kits to 32-6CR schools/ 40 students.
 (D) Furniture repair and maintenance
Furniture maintenance and repair for all schools of the project (3%)

Component 3 – Capacity Building

  Subcomponent 3.1. Community Participation (CP)

(A) Preparation of a Detailed Program for CP activities

      TA for the assessment of CP activities

(b) Implementation of CP activities

1- Three- days Workshop on CP activities at Central level for 80 participants.

2- Four Workshops, one in each governorate, five days each on the CPU                 functions, participated by representative from MOE main office, MOE offices       project’s governorates and districts, cost of the workshops includes        trainers and coordinators.

3- Intensive training program (3-4 weeks) on district level for 24 districts to train      field teams. Cost of the workshops includes cost of trainers and              coordinators.

4-Two Workshops, five days each for 64 persons, with representatives of              communities, NGOs, etc.

5-Awareness campaigns and mobilization activities on community participation          including preparation of leaflets posters

(C ) Operation support for CP activities
  1-Field trip for site selection, two visits per year for four persons for seven days.
  2-Field trip for construction supervision, two visits per year for two days for four       persons.

Subcomponent 3.2. Planning, Monitoring and Evaluation

(A) Routine Annual School Survey

Implementation of Routine Annual School Survey 2001/02 and updating educational data.

(B) Preparation of 2003 Plan
 1- TA for education planning and follow-up
 2- Printing follow-up reports and education plans
 3- TA planning, budgeting and monitoring using information systems
 4- Follow-up and evaluation of annual plan 2002, two visits per year.
 5- Two Workshops in educational planning and follow-up for 80 persons for two   days
 6- Four Workshops in educational planning and follow-up for 40 persons for two   days in the four project’s governorates
 7- Two- days workshop in information system for 80 persons at central level.
8- Four workshops, two days each in information system for 40 persons                       from governorates and districts
9-Implementation of the information system plan in the four Project’s governorates

Subcomponent 3.3. Project Management Support

1- Provision of PCs, printers, fax machines, photocopiers and software to              MOE offices in Sana’a, Amran, Al-Mahweet and Al-Dhaleh

2- Training programs on project management and  procurement of civil works.

   3- International TA for semi-annual supervision

4-  TA for establishing MIS in CAU
