BASIC EDUCATION EXPANSION PROJECT

WORKPLAN FOR YEAR 1 (2001)

Component 1 – Expansion of Access

Sub-component 1.1 School construction, extension, and rehabilitation.

(A) Tendering advertising, evaluation and contract award

(B) Construction program of new school in the 4 districts in Sana’a Governorates

1. Construction of 11 new 3-classroom schools /40 student

2. Construction of 12 new 3-classroom schools/30 student

3. Construction of 9 new 6-classroom schools/40 student

4. Construction of 6 new 6-classroom schools/30 student

(C) Final preparation of Year 1 extension and rehabilitation programs

1. Local firm for design & supervision

2. Rehabilitation of 8 existing 3-classroom schools

3. Extension of 8 existing 3-classroom schools

4. Workshops on access program for 460 trainees at (central and             Governorate levels)

5. Assessment of first year construction program

(D) Preparation for Year 2 programs in about 11 districts in the 4              project Governorates

1.       TA for review of site identification criteria and procedures

2.       TA for review of school design standard

3.       TA for applying site selection criteria and procedures

4.       TA for quality assurance of school design

Sub-component 1.2 School maintenance program for project’s schools.

1.Preparation of action plan for 2002 maintenance program for                 project’s schools in Sana’a Governorate

2. TA for preparation of action plans for maintenance program and                 preperation of the     next year plan.

Component 2 – Improvement of Quality

Sub-component 2.1. Improving teacher skills and deployment

Teacher training

(a) Preparation of training for teachers, supervisors, and headmasters

1. TA for preparation of training modules

2. TA for the preparation of annual plans for training

3. TA for assessment of f training and supervision programs

(b) Implementation of training

1.   5-day annual refresher teacher training in the 4 project Governorates        for 14,000 teachers.

2.  Two –three days specific teacher training in Sana’a Governorate for       5200 teachers

3.   15 days training of all supervisors and headmasters in Sana’a            Governorate for 670 participants

4. Two-three days follow-up training of trainers in regional ITS in                    Sana’a Governorate for 96 trainers.

5.  Supervision programs in Sana’a Governorate, 4808 field visits            annually with an average of 4 visits per supervisor per year.

Teacher deployment and hiring plan

1. Workshop for 3 days, 80 persons from Governorates, cost includes      coordinator

2. Monitoring and follow-up on implementation of the teachers                   deployment and hiring plan for 2001/2002 in the project’s                          four  governorate.

3. Visiting the governorate & focus districts  for consultation of teacher      deployment plan

Sub-component 2.2. Supplying school furniture, equipment and education kits

1. Procurement and delivery of furniture to 39 schools (23 -3CR New            school +8 Rehab. + 8 Ext.)

2. Procurement and delivery of equipment to 39 schools (23 -3CR New            school +8 Rehab. + 8 Ext).

3. Procurement and delivery of education kits to 39(23 -3CR New             school +8 Rehab. + 8 Ext.)

4. Procurement and delivery of furniture to 15 schools (6CR New               construction).

5. Procurement and delivery of equipment to 15 schools (6CR New                construction)

6. Procurement and delivery of education kits to 15(6CR New                    construction )

Component 3 – Capacity Building

a) Preparation of a Detailed Programm for CP activities

1.  TA to design  plan, assess, and implement  the CP activities                  including detailed preparation of CP activities

2.  TA for design, planning, assessment and implementation of CP                  activities

3.  TA( national consultant or NGO) for assessment of CP activities for                  2000-2001and revisions for 2002

(b) Implementation of CP activities

1.  Three- days Workshop on CP activities at  Central level for 80                   participants.

2.  Four Workshops, one in each governorate, five days each on the                   CPU functions.

3.  Two Workshops, five days each for 64 persons, with                              representatives of communities, NGOs, etc

4.  Intensive training(3-4 weeks) in  24 districts to train field teams.

5.  Community mobilization visits in supervision of construction and          follow-ups

6.   Awareness campaigns and mobilization activities on community              participation  including preperation of leaflets posters.

7.   Field trip for site selection, two visits per year for four persons for          seven days.

8.   Field trip for construction supervision of 56 schools, two visits per           year for twodays for four persons 

9.   Field trip for follow-up of 56 schools, two visits per year for two            days for four persons 

Subcomponent 3.1. Planning, Monitoring and Evaluation

(a) Implementation of Routine Annual School Survey 2001/01

(b) Follow-up and evaluation of annual plan 2001 for Sana’a                       Governorate & Monitoring  visit to Sana’a Governorate and the                4 focus districts, two per year.

Two Workshops in educational planning and follow-up for 80 persons            for two days in Sana’a City

(c) Preparation of 2002 plan for the 4 project Governorates

1. TA for education planning and follow-up

2. Printing follow-up reports and education plans

3. TA planning, budgeting and monitoring using information systems

Subcomponent 3.2. Project Management Support

Activities:

1. Project Lauch Workshop: held on 26-28 Feb.2001, and                                      particpated by more than100 persons from the project’s four                 governorates.

2. Training on the procurment of civil works for CIT, GIT, engineers               of the project sector and , CAU staff.

3. International TA for semi-annual supervision
